Add an initial design for a decklist app

Since Aetherhub's decklist support is now quite bad, I was thinking it could be pretty cool to build a new feature for unityleague.ch: decklist upload.

I don't want to build another MTGGoldfish / Moxfield. I want to build a tool specifically for TOs to support decklist collection for their players. This document contains my initial implementation idea.
